The board shall meet to examine current energy issues, including issues identified in the previous planning proceeding which continue to be of importance in the State, as well as any new issues which have developed since the previous planning proceeding or which are presently developing. The board shall develop a draft Scope that includes a statement of issues and policies that the board proposes to address.
