(a)During each fiscal year an amount equal to one tenth of one percent of the total M/C payroll of each agency (total basic annual salaries of the eligible employees on March 31st of the preceding fiscal year) shall be available for the payment of Special Achievement Awards.
(b)Award amounts for individuals shall be a minimum of $1,000 and are limited to a maximum of $4,000. The total award for any team project (i.e., the sum of individual awards) shall not exceed $10,000. Payments shall be lump-sum amounts and shall not be part of an employee's basic annual salary, but shall be included as compensation for retirement purposes.
