Any fallout shelter constructed or installed or proposed to be constructed or installed shall comply with the standards and requirements established in the regulations governing construction, maintenance and use of fallout shelters. Compliance with the regulations governing construction, maintenance and use of fallout shelters shall be deemed to accomplish the following:
(a)Achievement of the minimum protection factor against radioactive fallout.
(b)Establishment of eligibility for financial assistance from governmental sources or private lending institutions for the construction of fallout shelters.
(c)Establishment of eligibility for exemption (1) from local taxation of those portions of off-street parking facilities providing underground shelter; and (2) from real property taxation, special ad valorem levies, and special assessment on fallout shelter facilities as provided respectively in sections 478 and 479 of the Real Property Tax Law, as amended.
(d)Establishment of eligibility for State Civil Defense Aid for fallout shelter occupancies.
