(a)Common pools must be merged and calculated at the site the totalisator company designates as the network-computing center. In a tote-to-tote network or at remote sites, the totalisator company providing totalisator services for the authorized pari-mutuel wagering entity must use the inter-tote communication protocol prescribed by the commission.
(b)A host racetrack shall not accept wagers transmitted by remote sites through a tote-to-tote-to-tote network unless specifically required by law or regulation and approved by the commission.
