(a)The people's right to know the process of government decisionmaking and the documents and statistics leading to determinations is basic to our society. The public shall be granted access to all records which are not specifically exempt from disclosure by the Freedom of Information Law.
(b)This Part provides information concerning the procedures by which records may be obtained.
(c)Records shall be made available to the public in accordance with the Freedom of Information Law.
(d)Any conflicts among laws governing public access to records shall be construed in favor of the widest possible availability of public records.
(e)Nothing in this Part shall be construed to require the Office of General Services to prepare any record not possessed or maintained by such entity, except the records specified in subdivision 3 of section 87 of the Public Officer's Law.
