All persons who own, operate, manage, occupy or dwell in any structure, or part thereof, subject to the Emergency Housing Rent Control Law, as individuals or in any other capacity, shall give access to, assist and cooperate with any and all representatives of the Division of Housing and Community Renewal, Office of Rent Administration, in the conduct of any survey, investigation or inspection with relation to such structure, or part thereof, upon the presentation of duly authenticated credentials issued by the division.
