The State, by and through the Department of State, will reimburse the City of New York for its actual expenses in providing and administering the training required in this Part, up to an amount not to exceed the amount appropriated by the Legislature for such purposes in the current fiscal year. Such reimbursement shall be administered by a cost-reimbursement contract between the department and the City of New York. Notwithstanding the amount appropriated as the maximum for any year, but excepting amounts reimbursed for accommodations and travel expenses as set forth in subdivision (b) of this section, no reimbursement will be made by the State to the city in an amount which exceeds the amount actually documented by voucher for any particular item of expenditure.
