(a)Meals and lodging for all trainees housed at the New York City Fire Academy will be provided by the City of New York.
(b)The reasonable and necessary cost of the travel expenses incurred by trainees will be paid by the City of New York, but only if such travel expenses would not otherwise be incurred by such trainee in the regular course of his employment.
