In premises licensed to sell alcoholic beverages for consumption on the premises, no alcoholic beverage shall be kept, sold, served or delivered at any open window, stand or counter facing or abutting on any street, highway or thoroughfare, except as hereinafter provided.

Beer may be sold, served or delivered at such an open window, stand or counter on such premises where located at a seashore, summer resort or in rural areas; and elsewhere with the permission of the authority first granted.
