The official insignia of State, county and city civil defense agencies is hereby declared to be as follows: the letters CD in red (or black, in black-and-white printing) centered within a white triangle, surrounded by a blue (or black, in black-and-white printing) circle; around the bottom of the said circle, the words New York in white letters; around the top of the circle, the name, in white letters of the particular civil defense office, or established civil defense section or service duly authorized to employ or display the said insignia in connection with its official duties. No other insignia except that herein prescribed shall be employed by State, county and city civil defense agencies.

The State Civil Defense Director and county and city directors of civil defense are hereby empowered to authorize the use of the official insignia by any of the sections, services or individuals under their respective jurisdictions, subject to the following directions and restrictions:
