(a)Except for telephone accounts, payment on a winning pari-mutuel wager shall be made only upon presentation and surrender of the ticket representing such wager. In the discretion of the corporation or by direction of the commission, payments may be made by cash or by check to the holder of such winning ticket and identification of any winner may be required by either the commission or the corporation.
(b)All winning pari-mutuel tickets must be presented for payment or refund before April 1st of the year following the year of their purchase and failure to present any such ticket within the prescribed period of time shall constitute a waiver of the right to refund or to participate in the award or dividend. Each corporation shall cause the substance of this subdivision to be imprinted upon each pari-mutuel ticket in words approved by the commission.

No pari-mutuel tickets shall be sold except at regular ticket windows, properly designated by signs showing the types of tickets sold at such windows, except that, tickets may be issued by automated ticket machines, or bets may be sold by designated couriers, according to procedures approved by the commission. No such tickets shall be exchanged.
