No manufacturer or wholesaler shall employ, engage or permit any person to offer for sale or solicit any order in this State for the sale of any alcoholic beverage for or on behalf of such manufacturer or wholesaler, unless such person shall be the holder of a solicitor's permit authorizing the permittee to represent such manufacturer or wholesaler.
