(a)Application for State aid, together with the detailed budget of proposed expenditures as adopted for the housing code enforcement program and copies of pertinent resolutions and contracts for services to be rendered to other units of government, must be received at the office of the division on or before July 1.
(b)The budget adopted for the housing and development administration must indicate the title, annual salary rate and amount for each position, the amount budgeted for traveling expenses, purchase of equipment, purchase of automobiles, rental of space, the amount for other expenses and the expected revenues by type.
(c)The initial application must be accompanied by a narrative statement of the program activities and functions of the housing and development administration. All proposed major changes in subsequent budgets should be explained but, so far as functions are concerned, the application need indicate only the changes from the activities included in the descriptive statement attached to the initial application.

(a)State aid will be granted as follows:
(1)The cost of operation of the housing code enforcement program by the housing and development administration, provided that the program and personnel shall be under the immediate direction of the housing code enforcement program official who is directly responsible to the administrator of housing and development. A vacancy in the position of the housing code enforcement program official shall be filled promptly, preferably within six months.
(2)The cost of supplies and equipment used in the housing code enforcement program.
(3)The cost of investigation, inspection and advisory services which are a part of the housing and enforcement program.
(4)Other housing control programs of activities of the housing and development administration, including research and training of housing code inspection personnel, submitted to the commissioner for consideration and receiving favorable action by him.
(5)Contributions for employee health insurance and retirement funds including social security.
(6)The maintenance, repair and operation of multiple dwellings pursuant to section 309 of the Multiple Dwelling Law.
(b)Projects or services excluded from State aid reimbursement are:
(1)Activities for which State aid is otherwise specifically provided by any State law.
(2)The construction or demolition of housing.
(3)Activities in connection with the placement, moving or relocation of occupants of housing.
(4)All rentals for space utilized for housing and development administration purposes, if such rentals are payable to the City of New York.
(5)The cost of plan review, investigations, inspections and advisory services dealing with new construction performed by the department of buildings or by separate contract.
(6)Where a project or service approved by the commissioner receives Federal aid. The portion so financed will be excluded from reimbursement.
