The Commissioner of Housing and Community Renewal and any officer of the division designated by the commissioner to carry out any power of the commissioner under the act or this Chapter may delegate the authority to carry out any of the duties and powers granted by the act or this Chapter.

The division shall establish a small building owners assistance unit which shall provide assistance upon request to owners of buildings with rental housing accommodations. Such assistance shall include, but not be limited to, completing applications for adjustments in rents, filing registration statements, maintaining adequate business and financial records, and complying with provisions of law and regulations. For the purposes of this section, a small building owner shall mean an owner of a total of 50 housing accommodations or less.
