(a)Selection of members of an authority.
(1)The mayor or other chief executive of a municipality shall file with the commissioner a certificate of appointment of reappointment of any member of an authority. No such appointment or reappointment shall be effective until such certificate has been filed. (Public Housing Law, § 30, subd. 2.)
(2)Two tenant members elected by the residents, may be included in authorities having supervision over 100 or more dwelling units and not located in a city having a popluation of more than one million. (Public Housing Law, § 30, subd. 5)
(b)By-laws, rules and regulations of an authority.
(1)An authority shall file with the commissioner a copy of any by-laws, rules and regulations and amendments thereto adopted by it from time to time. No such by-laws, rules and regulations and amendments thereto shall be effective until filed with the commissioner.
(2)All rules and regulations and amendments thereto adopted by an authority from time to time, except such as relate by its organization or internal management, shall be filed in the office of the Department of State. (Constitution, art. 4, § 8; Public Housing Law, § 54.)

An authority shall file with the commissioner a copy of:

(a)The “application” to each proposed project embodying a Federal or municipal loaning agency, a copy of the architectural plans, specifications, estimated costs and proposed method of financing—at the same time that it is filed with said agency. Any change made in the application or the project shall be filed with the commissioner by the authority. (Public Housing Law, § 38.)
(b)The transcript of the proceedings authorizing the issuance of bonds or other obligations of the authority or the municipality, for each project.

(a)Annual reports.

An authority shall file an annual report in the office of the commissioner not later than November 1 of each year or at such other time which the commissioner may fix. Such report shall include:

(1)the data specified in subdivision 2 of section 37 of the Public Housing Law;
(2)such other information which the commissioner may request.
(b)Reports on costs of projects.

Upon the completion of each Federal, State or municipal project, or upon request of the commissioner prior to completion, an authority shall file with the commissioner a detailed statement of the cost of such project. (Public Housing Law, § 38.)

(c)Reports to other agencies or officials.

For the information of the commissioner, an authority shall file with the commissioner, a copy of each report, financial statement, operations and maintenance statement, etc., filed with any Federal, State or municipal agency—at the same time that said report is filed with such agency.

(d)Reports on legislation, limitation and opinions of counsel affecting low rent housing projects.

An authority shall file with the commissioner, as soon as is practicable:

(1)a copy of each proposed local law which may affect any existing or proposed low rent housing project in the municipality in which the authority is established;
(2)details of any litigation in the municipality which may affect any existing or proposed low rent housing project in said municipality;
(3)any opinion of the corporation counsel or other chief legal officers of counsel thereto which may affect any existing or proposed low rent housing project in the municipality.
