These rules and regulations relate to the initiation, development and operation of State-aided low rent housing projects by municipal housing authorities with municipal assistance (except that Part 1601 applies to all housing authorities and section 1627-1.1 applies to all housing authorities to the extent specified therein) for occupation by persons or families of low income whose housing needs cannot be met by the unaided operation of private enterprise. Such projects are authorized by the provisions of article 18 of the New York State Constitution and the Public Housing Law of the State of New York. A municipality may also construct and operate a low rent project in the absence of a municipal housing authority for such municipality.

If any clause, sentence, paragraph, section or Part of these rules and regulations shall be adjudged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, section or Part thereof directly involved in the controversy in which such judgment shall have been rendered.

Pursuant to section 223 of the Public Housing Law, no person shall, because of race, creed, color or national origin, be subjected to any discrimination by any municipal housing authority or municipality. The term discrimination shall be deemed to include segregation or separation.
