The boards of elections shall transmit a military ballot, together with an envelope bearing the statement of the military voter and a self-addressed return envelope (requiring no postage) to each military voter whose name has been entered in the register of voters or on the registration records.

In the event that the board of elections of any county shall not mail or otherwise distribute ballots to the military voters of such county, board of elections shall notify the division in writing of the facts and reasons for noncompliance with the provision of section 306 of the Election Law.

A military ballot shall be delivered in hand to each military voter who personally files an application (pursuant to subdivisions 8 through 11 of section 305 of the Election Law) together with a ballot envelope and a second envelope addressed to the Secretary of State of New York, Division for Servicemen's Voting, Albany, New York 12231.
