The State Fire Prevention and Building Code Council may establish rules and regulations, pursuant to section 375(5) of the Executive Law, for the organization, internal management and such other purposes as may be necessary, desirable or proper in carrying out its powers and duties thereunder.

The State Fire Prevention and Building Code Council, pursuant to section 375(3) of the Executive Law, may adopt procedures and application forms, and charge fees for the processing and review of materials, devices and methods of construction in order to ascertain their acceptability under the Uniform Fire Prevention and Building Code.

The State Fire Prevention and Building Code Council may issue certificates of acceptability, solely to manufacturers, for materials and devices acceptable under the Uniform Fire Prevention and Building Code, which shall be effective for a period of two years from the date of issuance and which may be renewed for additional periods of two years each.
