Single copies of any departmental item of printing will be furnished without charge to the Governor; members of the Legislature; heads of other State departments; members of the press; for the necessary and proper use in the conduct of the official business of the department, schools, libraries and other institutions not carried on for profit. Officers and employees of the Federal government; officers and employees of any political subdivision of the State of New York; officers and employees of other States and political subdivisions thereof, whenever such State or other jurisdiction shall extend reciprocal courtesy to this State and its subdivisions; and to other persons in the discretion of the Attorney-General, not to exceed an annual aggregate of 25 copies for any single item.
